In accordance with Article 125 of the Congolese Insurance Code, border insurance is a motor vehicle liability insurance that covers vehicles registered abroad when they enter the Democratic Republic of Congo (DRC) by land for any damages caused on Congolese territory.
Owners of vehicles registered abroad, whether individuals or legal entities, for both individually owned vehicles or fleets of vehicles, unless they are exempt from this insurance.
All owners of vehicles registered abroad who are traveling to the DRC with a valid international insurance card, i.e., one that is neither counterfeit, expired, nor transferred from one vehicle to another.
An international insurance card is a document issued by certain regional and sub-regional organizations as proof of coverage under motor vehicle liability insurance, and it is valid in all member countries of those regional and sub-regional organizations. Example: The COMESA Yellow Card, valid in the DRC as well.

Subscribing to border insurance is done through the DIGIS ASSUR digital platform via the link https://www.digis-assur.net. Subscribers can either create a user account or subscribe as guests on a one-time basis.
After subscribing to border insurance via DIGIS ASSUR, the subscribers receive an electronic insurance certificate, which they will present as proof to the officers at the border post for inspection.
The insurance certificates are valid for either 30 days or 90 days, depending on the type of vehicle to be insured, and are only valid in the DRC for damages caused by the vehicles on Congolese territory.
No! Each vehicle must have its own international insurance card or its own insurance certificate. Vehicle owners can subscribe for a fleet of vehicles and will receive insurance certificates for each vehicle in the fleet.
Renewing border insurance is done with the insurance policy number, under the same conditions as the first subscription through the link https://www.digis-assur.net. Border insurance policies can only be renewed once.
After exhausting the number of renewals, vehicle owners covered by border insurance will need to subscribe to new insurance policies under the same conditions as the first subscription.
Yes! Officers specifically assigned to verify the validity of international insurance cards and insurance certificates are present at all land border posts of the DRC to conduct checks both when entering and exiting Congolese territory.
For insurance, you must present a valid international insurance card or insurance certificate along with the vehicle’s registration document (e.g., registration card, etc.). Presenting a valid international insurance card or certificate does not exempt vehicle owners from presenting other standard documents required by customs and other Congolese public services at the border before vehicles are allowed entry into Congolese territory.
1.Upon entry, vehicles that are not in order will not be allowed to access Congolese territory.
2.Upon exit, these vehicles will be detained at the border posts until an insurance policy is subscribed to cover them while on Congolese soil, regardless of whether they are returning to the DRC or not.
